I have never rented a car with hand controls in Europe, although I know it is possible. The big difference between rental cars in the US and rental cars in Europe is that in Europe, automatic transmission is more expensive than manual transmission. Because cars with hand controls must be automatic, if someone with me can drive stick-shift, they usually drive so that we can save money.
