The Essential Tallinn Accessible Walking Tour has a 3 star Sage Accessibility Rating because it follows a step-free route. It did not receive a higher rating because you will encounter mild to moderate cobblestones along the way and the guides are unable to push a wheelchair.
The tour is step free however there are some curbs and cobblestones. Most places have plain sidewalks and your tour guide will lead you along a route that includes pavement as much as possible (shown below). The tour guide can arrange for someone to push manual wheelchairs at a cost of 15 USD per hour.
